In the article, the researcher, relying on scientific, pedagogical, psychological, and special literature, tried to expand the problem of inclusive education. The author, based on the study of the works of Kazakhstan and foreign scientists, using the method of content analysis, tried to comprehensively reveal the essence of the concept of «inclusive education». Summarizing the content analysis, I identified the features of inclusive education. The article, referring to the works of scientists, provides such approaches as medical, normalization and social, which should be guided in the organization of education for children with disabilities.
The author also reveals the approaches of teaching educational policy in the United States and Europe: expanding the availability of education, mainstream, integration, inclusion, and restructuring of educational organizations.
Based on the analysis of scientific literature, the author presents his understanding of inclusive education clarifying that inclusive education is a direction of development in accordance with the trends of world education, a new level based on high values, culture of the education system. Moreover the writes determines the structure of inclusive education in his work.
