The article discusses the issues of creating special conditions in universities to ensure the right of people with disabilities to receive high-quality professional education in universities.
In order to determine the list of optimal special conditions in universities for high-quality education of students with disabilities, in accordance with the instructions of the Department of Higher and Postgraduate Education of the Ministry of Education and Science of the Republic of Kazakhstan, a study of the experience of Kazakhstani universities in creating such conditions was organized. The state of the learning process of students with disabilities in Kazakh universities, the benefits applied to them, the development of normative documents on inclusive education, staffing, accessibility of buildings, logistical and educational–methodical support of the educational process adapted to the psychophysical characteristics of students with disabilities, as well as the level of involvement of students with disabilities in the socio-cultural activities of the university, etc. were analyzed.
It was determined that some work is being done in Kazakh universities to create special conditions, but it is characterized by a certain lack of consistency and complexity.
