The study of university governance structures and the leadership qualities of rectors is a critical scientific endeavor. It is well-established that the leadership styles and methods of rectors directly influence university development, education quality, and student academic achievements. Accordingly, this article identifies and comprehensively analyzes the attributes of an effective rector. Additionally, it examines the effects of the institutional autonomy granted to higher education institutions in Kazakhstan in 2018. This legislative change enabled the government of Kazakhstan to allow universities to develop their own strategies and implement changes tailored to local conditions. These changes facilitated large-scale reforms by university leaders on their campuses. Therefore, the primary objective of this study is to explore the relationship between leadership and change management in the higher education system of Kazakhstan.
