In article this paper examines libraries of higher educational institutions and their possibility to open access for science and education, as well as institutional repositories as a new model of digital education through active information exchange and creation of their own information resources. The innovative activity of the library is one of the key elements of the successful development of an interactive learning environment in a modern university, since libraries provide prompt access to information and striving to facilitate self-study.
The data has been collected from 131 Kazakhstani higher educational institutions in to analyze virtual services of libraries through a questionnaire, a comparative analysis of the effectiveness of automation in library services of RFID technology and QR-libraries and statistical analysis in the frame of governmental program “Informational Kazakhstan – 2020”.
The obtained result proves that university libraries are the main channel of knowledge and they play an important role in supporting teaching and learning, especially in providing the useful and effective information sources.
