It is well-established that the leadership styles and methods of rectors directly influence university development, education quality, and student academic achievements. Accordingly, this article identifies and comprehensively analyzes the attributes of an effective rector. Additionally, it examines the effects of the institutional autonomy granted to higher education institutions in Kazakhstan in 2018. This legislative change enabled the government of Kazakhstan to allow universities to develop their own strategies and implement changes tailored to local conditions. These changes facilitated large-scale reforms by university leaders on their campuses. Therefore, the primary objective of this study is to explore the relationship between leadership and change management in the higher education system of Kazakhstan.
. Sagintayeva A. The definition of the concept of «risk in the higher education system» is given. The methodological basis of the study is the provisions of the theory of system analysis, the concept of process management and management by results; provisions on the social, activity, creative essence of the individual and the multifactorial nature of the development of the effectiveness of his management process and the justification of its criteria and indicators; system-structural approach, its application in the theory and practice of pedagogical science; approach to action, quality management of education, methodology of pedagogical research. The article covers the analysis of the research of domestic and foreign scientists in the field of strategic management and quality assurance in higher education institutions, the use of risk management, the analysis of the processes of activity of higher educational institutions. The authors propose a methodology for identifying and managing risks at the university. To prevent risks, it is recommended to develop a risk management map, which is determined by the importance of risks and the likelihood of their occurrence. The authors studied risk categories, as well as assessing the degree of risk. Risk assessment provides constructive information and analysis to consider specific risks and make informed decisions about the choice between options. The authors also outlined recommendations to reduce the occurrence of risks in the process of activity of the Kazakh agrotechnical research university named after Saken Seifullin. Systematic research develops reflection in order to change our experience, to make the identified situation different. Action research-Action research is a process involving the implementation of consistent, consistent, planned actions in order to improve learning and learning experience, as well as systematic monitoring of the results obtained during the study. Reflection in action is a process of careful reflection in the process of performing actions (for example, teaching and learning) in order to plan and perform previous steps, critically analyze and evaluate the results of activities.

Professional improvement is impossible if a modern teacher does not reflect on his actions, does not conduct an in-depth analysis of achievements and, conversely, does not conduct inhibitory factors in working with students, planning and conducting classes in the system. Working in a professional community involves teachers interacting to solve common problems, choosing common strategies, studying their effectiveness in working with students and the "research in action" strategy.

The international study of TALIS teaching and learning systems conducted by the OECD focuses on the conditions in which the current teacher works, how the learning environment is created for a better and effective learning process. Emotional stability, as an important integrative property of personality, plays a key role for future primary school teachers. However, there is still no clear definition of this concept, nor a generally accepted understanding of its structure, criteria, mechanisms, and conditions for its formation.

This article provides a brief overview of research related to emotional resilience. It examines its components, criteria, indicators, and their interrelationships, and presents the results of an empirical study aimed at identifying specific characteristics of emotional resilience.

Any personality trait related to the emotional sphere can be represented in a gradation—from low to high levels, from negative to positive manifestations. The article suggests considering various criteria and indicators in this context: motivational criterion (from weak to strong motivation), cognitive criterion (from the completeness of knowledge to deficiency and lack of structure), emotional criterion (from emotional passivity to excessive excitability), volitional criterion (from a sense of helplessness and lack of self-control to excessive self-confidence and control), and communicative criterion (from communicative passivity to aggressiveness).

The findings of the empirical research enabled the classification of future elementary school teachers into three distinct groups based on the dominance of one, two, or three developmental criteria. In the first group, characterized by the predominance of a single criterion, the communicative criterion was observed to be the most prevalent. The second group, marked by the dominance of two criteria, primarily exhibited a combination of volitional and emotional traits. The third group demonstrated the simultaneous development of three criteria, reflecting a blend of communicative, volitional, and emotional components.
. For the successful implementation of this activity, it is necessary to possess a set of knowledge and skills that consider its specific features. The genre-style authenticity of vocal performance, artistic presentation, interpretation, and stage dramaturgy require well-developed pop and vocal performance competence (PVPC). In the course of the study, a specific goal was formulated, which served as the basis for modeling the component structure of the PVPC. In the course of the research, the TEL (Technology-Enhanced Learning) methodology was applied, which, in the process of studying such constructs as competence, involves conducting research in an interdisciplinary context in several projections: personal, cognitive, affective, as well as projections of social interaction. This approach has contributed to the formation of a four-component model, including emotional-motivational, cognitive-epistemological, empathic-communicative and assertive-self-regulatory components. The analysis of the obtained structure confirmed the main hypothesis of the study, which is that the components of the PVPC are functionally interconnected, while the emotional aspects are permeated and involved in the entire component structure. The article defines the prospect of further research, which consists in empirical verification of the results obtained by purposefully evaluating each component for compliance with reasonable criteria.
.
